EASTHAM BOARD OF HEALTH MEETING
THURSDAY, JANUARY 31, 2013 AT 3PM
Present: Dr. James Taylor, Chair, Beverly Knox, Dr. Martin Haspel, Dr. Joanna Buffington, Susan Barker, Jane Crowley

Dr. James Taylor reminded everyone regarding this.
Dr. Joanna Buffington reviewed the Well Webinar course that she has been taking. The course is very informative and it allows you to type in questions that will be answered by the end of the webinar. It is not too late to sign up for the webinar and if you do, you will take lessons first to bring you up to date with the current webinar. Jane Crowley confirmed that the link to register for this webinar is on the Town of Eastham website under news and announcements.
Jane Crowley provided the following updates:
- The Flu Clinic held on January 17, 2013 had about 80 people get a flu shot. The clinic was open to everyone age 6 months and older. The VNA did a very good job and Jane wanted to take this opportunity to thank them publicly.
- The DEP is actively working with the BOS, WMC and BOH in response to the hazardous material that has leached from the landfill.
- We are currently waiting final approval from the DEP and then we will move forward.
- Currently reviewing 89 parcels of land but this may be altered.
- The current plan is similar to the plan that was used in Acton, MA when they discovered 1,4 Dioxane in the water.

Dr. Joanna Buffington made the motion to approve the minutes with the edit noted by Dr, Martin Haspel.

- Adam & Alison Saffer 20 Nickerson Road M-14 P-121
Adam Saffer, property owner, presented.
The owners would like to build a garage on the property with a bedroom, office, bath and closet on the 2nd floor of the garage. Access to the space above the garage will only be through the first floor of the main house. This property is a very sensitive property that abuts Jemima Pond. The lot is 47,044 sq ft and had 4 bedrooms. The owners have removed 1 bedroom from the house with the plan to move it to the space above the garage. The owners have reviewed the project with the Conservation Committee and it was approved. The Planning Board also approved it but subject to the Board of Health approval.
After a discussion regarding the plans, bedroom locations and the current septic system:
Dr. James Taylor made the motion to approve the plan with the following condition:
- Septic System Inspection conducted and submitted to the Eastham Health Department for review and approval.
Dr. Martin Haspel seconded the motion.

- Roland & Mary Jane Gibson 80 Depot Road M-15 P-33
Davis Walters, Land’s End Woodworking and Design, Inc. presented. The property owner’s son, Mark Gibson, also attended.
The property is 3.8 acres and originally had 10 cottages on it. The property now has 1 main house that Mark Gibson and his family live in and 7 cottages that are rented seasonally. There are 5 septic systems on the property – 1 for the main house, 1 for cottage #8 and the remaining 6 cottages share 3 septic systems.
The owners want to remodel cottage #8 for the property owners to move to. Cottage #8 would become a year round home with 2 bedrooms and a den which would meet the definition of a bedroom. This would reduce the seasonal cottage rental to 6.
A review of the current septic system for cottage #8 indicated that it is built for 442 gpd flow. The septic system for this cottage was pumped in May 2012.
Dr. Martin Haspel made the motion to approve the plan as designed.
Beverly Knox seconded the motion.

On April 24, 2008, a reduction in testing to 2 times a year was approved. Since that time, the actual testing has not been consistent. Based on this, we do not have an accurate report of results to review.
The BOH recommends that testing continue to be done 2 times a year. May and September are the preferred testing months. After a 1 year period of operation and testing, reduction of testing could be requested to the BOH by the owner.
- REQUEST FOR PANE PARTICIPATION – WALLY ADAMS
The Board of Selectmen are putting together a panel to work on the design plan for Town water. The BOS would appreciate participation on this panel by members of the Board of Health.
After discussion about the panel, objectives, time commitment etc, Dr. James Taylor, Dr. Martin Haspel and Dr. Joanna Buffington agreed to join the panel.
- UPDATE OF STRATEGIC NATIONAL STOCKPILE (SNS) & EMERGENCY DISPENSING SITES (EDS)
Jane Crowley advised that as part of our Emergency Planning process, we are required to conduct training regarding the SNS and EDS. Based on this, Jane presented the BOH with a power point presentation of the training for their information.

In Advance of next month’s meeting, Jane will ask Jeff Thibodeau, Environmental Planner to share with the BOH any decisions made by the Planning Committee, Zoning Board of Appeals and the Conservation Committee on any cases also being reviewed by the BOH.
